Excerpt: It was learned at the National Equipment Management Working Conference that more than 70% of major accidents in coal, steel, power, petrochemical and other industries are related to poor equipment management and improper use.
It is reported that the China Equipment Management Association is entrusted by the National Development and Reform Commission and is stepping up to revise the "Regulations on Management of Equipment for Industrial Transportation Enterprises Owned by the People" issued in 1987. The revised version of the regulations has been reported to the Industry Coordination Department of the National Development and Reform Commission.
The China Equipment Management Association recently organized experts to spot-check the current status of enterprise equipment management and found that overall, due to long-term experience accumulation and other factors, the basic management and site management of old enterprises are more standardized, and the basic management of some new technology companies is relatively weak. There are hidden dangers and the equipment management system is not perfect.
In addition, the application level of information technology varies greatly, and some enterprises do not yet have a relatively complete equipment management information system, equipment operation and business data collection, information processing and transmission, etc., it is difficult to network processing and feedback. The lack of detection methods for key equipment and main equipment has brought great pressure to production and operation; maintenance management, maintenance methods, and maintenance technical methods are mostly based on traditional experience, and maintenance standards and maintenance process control methods need to be improved.
Experts believe that the basic experience of China's enterprise equipment management must be adhered to, including the emphasis on basic management and on-site management. The early "Anshan Iron and Steel Constitution" advocated "two ginseng, one change and three combination", and Daqing Oilfield advocated "three olds, four stricts, and four sames", which is actually full management. The concept of full staff management in Japan is drawn from the "Angang Constitution".
A series of management measures such as the leak-free factory activities gradually developed in the 1960s, the three-level maintenance implemented in the machinery industry in the 1970s, three good four meetings, five lubrication, five accidents, and inspections, etc. Over the years, it has been well implemented in old enterprises.
After reform and opening up, while introducing modern equipment, China has also learned and introduced advanced management methods and management technologies, which has enriched the equipment management methods and technologies of Chinese enterprises. Since the 1980s, China's enterprise equipment management has basically formed a modern equipment management system and management model suitable for China's national conditions. Such as attaching importance to the implementation of comprehensive equipment management and equipment life cycle management. Through innovation and continuous improvement, it has effectively promoted the improvement of the modernization level of equipment management.
